Proposition 5
Proposition 5
California · November 3, 2026
What this measure does
Eliminate the successor election when a state officer is recalled, thereby leaving the office vacant until it is filled according to state law
A yes vote means
If a state officer is recalled, the office stays vacant and is filled through a process set by state law, rather than through a successor election.
A no vote means
If a state officer is recalled, voters immediately get to vote on who replaces them in the same election.
Simple explanation
Right now, when voters kick out a state official through a recall election, they get to immediately vote on who replaces them in the same election. This measure would change that — instead of voting on a replacement right away, the office would just sit empty until the governor or state law fills it another way. It's like if your company fired a manager, instead of hiring a replacement immediately, you'd just leave the position open for a while.
