What this measure does
Increase TABOR cap and use surplus funds for K-12 education expenses
A yes vote means
The state can spend more tax money on K-12 education without having to refund the surplus to taxpayers.
A no vote means
The spending limit stays the same, and any surplus tax money continues to be refunded to taxpayers rather than going to schools.
Simple explanation
Colorado has a rule (called TABOR) that limits how much money the government can spend each year. When tax money comes in above that limit, it usually has to be returned to taxpayers. This measure raises that spending limit and lets the government keep the extra money to spend on schools instead of giving it back.
