Change the gubernatorial term limit from two consecutive terms to a lifetime maximum of two terms

A yes vote means Governors can only serve two terms ever, no matter how much time passes between them.
A no vote means Governors can still serve two terms in a row, then run again later if they want.
Simple explanation
Right now our governor can serve two terms back-to-back, then they have to sit out. This measure says they can only ever serve two terms total in their entire life, even if they wait a few years and run again later. It's like saying you can be captain of the team twice, but that's it forever.
