Prohibit expropriation of property by foreign adversaries or agents of a foreign adversary, as defined by law

A yes vote means Foreign adversaries and their agents would be banned from buying or taking property in the state.
A no vote means Things stay the way they are now, and there's no new rule stopping foreign adversaries from buying property.
Simple explanation
Right now, if a foreign country or someone working for them wanted to buy up property or land here, they could do it. This measure says they can't. It's basically the government saying 'nope, we're not letting hostile foreign powers just grab up American property.'
