What this measure does

A yes vote means
The state will gradually eliminate income tax as revenue conditions allow, and make other changes to the tax system.
A no vote means
The state keeps the current income tax system as-is without phasing it out.
Simple explanation

This amendment says: as the state gets more money from other sources or economic growth, it will gradually stop collecting income tax altogether, kind of like canceling a subscription once you don't need it anymore.
